Context

Since November 2023, Transfert has been supporting Canadian Royalties Inc., a mining company operating a copper and nickel mine in Nunavik under the Nunavik Nickel Project.

Our team has worked closely with the company’s Environment team on social performance and community relations in a northern context, with a focus on meeting the territory’s regulatory requirements and the specific provisions of the Nunavik Nickel Agreement.

Services and Key Deliverables

Transfert’s involvement covered two key areas: strategic and operational support in community relations and communications, and secondly, the design and implementation of a public consultation strategy adapted to Nunavik’s realities.

Strategic and Operational Support in Community Communications

In the first phase, Transfert supported the Environment team in developing a communication approach that highlights the company’s initiatives to reduce its environmental footprint and generate fair economic benefits for nearby communities. Key deliverables included:

  • An assessment and optimization of existing environmental communication tools (presentations, website, social media).
  • The creation of new communication materials and content adapted to northern realities and local environmental concerns (brochure, poster, visuals, and editorial calendar for the Environment Department’s Facebook page).
  • The design, promotion, and analysis of a community perception survey.
  • A community perception report with recommendations on the most effective engagement approaches.

Public Consultation Support in Nunavik

In 2025, Canadian Royalties launched a process to meet with the communities that are involved in the Nunavik Nickel Agreement.

Transfert was mandated to design an adapted consultation strategy and help the team prepare for field meetings held in the villages of Puvirnituq, Salluit, and Kangiqsujuaq. This process included:

  • Organizing and facilitating public meetings in the three Inuit villages.
  • Preparing the Canadian Royalties team to communicate clearly and accessibly during consultations.
  • Developing all consultation materials (brochures, fact sheets, invitations, key messages, and more).
  • Producing the consultation report in three languages (French, English, Inuktitut) for government authorities and local communities.
  • Providing recommendations to improve communications with communities, meet local and regulatory expectations, and ensure compliance with the Nunavik Nickel Agreement.

A Dedicated Team of Experts

A multidisciplinary team was mobilized for this mandate.

The first phase was led by Sophie-Anne Legendre, Strategy and Responsible Communication Director, supported by Virginie Lefebvre, Project Manager, and Josée Lévesque, a specialist in Indigenous and northern relations.

The public consultation phase was led by Isaac Gauthier, Partner and Social Risk Analysis Lead, supported by Laurence Moreau, Advisor. Isaac and Laurence also facilitated the meetings held in Puvirnituq, Salluit, and Kangiqsujuaq in spring 2025.
